The Medical Council of Zambia (name now changed to Health Professions Council of Zambia under the new Health Professions Act of 2009), a regulatory body within the health sector, was first established in 1965. The Medical and Allied Professions Act, Cap. 297 of the Laws of Zambia which prescribes the Council, has undergone several amendments and repeals over the years into its present state. It provides for 17 members of the Council who are appointed by the Minister of Health. Their tenure of office is for a period of three years during which time they execute their functions and responsibilities in fulfilment of and in compliance with the statutory provisions. Management of the Council is through a Secretariat headed by the Registrar who is the Chief Executive and Secretary to the Council.

Vision Statement

The Medical Council of Zambia will safeguard the ethical conduct, professional excellence, and safe working environments in order to ensure provision of quality healthcare services in the public interest.

Mission Statement

The Medical Council of Zambia is a regulatory Statutory Body that acts in the interest of the public and its licenses. It sets, promotes, and enforces ethical and professional standards of the practice of health professionals and institutions to ensure provision of quality healthcare services to the public.

The principal functions of the Council

Being a statutory body established by law, the Medical Council of Zambia derives its principal functions from the Law of Zambia for it to regulate ethical and professional standards of practice of health care professionals and regulate the provision of quality healthcare services through:

  • Registration of health practitioners (other than Nurses) for them to practise in Zambia,
  • Regulation of health professionals conduct by ensuring that they adhere to ethical practice and prescribed standards,
  • Submission of proof of Continuous Professional Development (CPD) as a condition for the renewal of annual practising licenses,
  • Registration of private hospitals, Consulting rooms, diagnostic services and all other specialised facilities to enable them provide such health services to the public, and
  • Monitoring and quality assurance in private health facilities and Advising the Minister of Health on matters related to the health profession.

Strategic Plan 2008-2013

This strategic plan, which builds on the experience of MCZ to date, outlines an innovative approach to instigate MCZ to address its challenges. The theme of this strategic plan is "To transform the MCZ into a contemporary regulatory authority."

The strategic plan has also taken into account the prevailing National Health Strategic Plan (NHSP), the Fifth National Development Plan (FNDP) and other relevant and appropriate national and institutional policies.

The plans include the following:

  • Increasing the autonomy and independence of MCZ
  • Improving the organizational structure and capacity of MCZ
  • Improving the use of ICT in information management and Public relation activities
  • Improving the assessment and reporting of performance of both public and private healthcare organizations
  • Strengthen registration and renewal systems
  • Strengthen systems to safeguard the public
